OPERATION AND MAINTENANCE CONTRACT FOR GROUND MOUNTED SOLAR PV INSTALLATIONS OF 18MWp AGGREGATE CAPACITY AT COCHIN INTERNATIONAL AIRPORT PREMISES

CIAL Infrastructures Ltd., (hereinafter referred to as ‘Employer’), a wholly owned subsidiary of Cochin International Airport Ltd., proposes to entrust the work of Operation and Maintenance activities of two Solar PV plants of aggregate capacity of 18 MWp (approximate), located in the premises of Cochin International Airport at two different locations separated by an aerial distance of approximately 200 metres, to a competent agency and item rate e-tenders under Two-bid system (Technical Bid and Price Bid) from eligible bidders.

SCOPE OF WORK:

This is an item rate tender and the scope of work covers the various operation and maintenance activities including, cleaning of solar PV modules, vegetation control etc., for the following solar PV installations.

Plant A - 12.6 MWp Ground Mounted Solar PV installation near to International Cargo Terminal.

Plant B - 5.6 MWp Ground Mounted Solar PV installation opposite to CIAL Trade Fair Centre.

The bidder has to quote for Plant A and Plant B as detailed in the Schedule of Quantities.

PERIOD OF CONTRACT:

The period of contract shall be Two (02) Years.

ELIGIBILITY CRITERIA:

Bidders fulfilling the following requirements shall be eligible for pre-qualification:

1. The bidder may be an individual, proprietorship firm, partnership firm, company or corporation. Joint Venture Companies / Consortiums shall not be eligible to bid for this work.
2. The bidder should have designed, installed and commissioned a minimum capacity of 1 MWp (DC Capacity) solar PV installation under a single client during last 3 years. The Bidder shall be proficient in Solar Plant design which shall be an essential requirement to be eligible for pre-qualification. The completion certificate shall be produced as proof of the same and the certificate shall be in the name of the bidder issued by the Principal Client.

OR

The bidder should have undertaken Operation and Maintenance activities of a minimum aggregate capacity of 10MWp (DC Capacity) PV Solar Power Plants for a minimum period of 2 years during the last 5 years. However, the minimum capacity of each plant shall not be less than 1MWp to be eligible to make up the aggregate 10MWp DC capacity. The performance certificate shall be produced as proof of the same and the certificate shall be in the name of the bidder issued by Principal Clients / Principal EPC contractors.

The bidder should have successfully undertaken SITC and/or Operation & Maintenance of substations of voltage level 11 kV or above, comprising transformers, HT switchgear/circuit breakers, protection systems and associated electrical equipment, for a minimum period of two years during the last five years. The bidder qualifying under this criterion shall demonstrate adequate technical capability for carrying out the Solar PVspecific portions of the work and shall deploy suitably qualified and experienced personnel having experience in Operation and Maintenance of utility-scale Solar PV systems, including PV modules/strings, DC systems, inverters, SCADA/monitoring systems and associated equipment.

c. The minimum annual turnover of the bidder shall be more than Rs. 2 Crores during any of the last three financial years. The copy of the audited Balance Sheet and Statement of Profit & Loss of the last three financial years of the bidder shall be submitted as proof of the same.

d. The bidder should have a valid PF as well as ESI registration. Relevant registration documents shall be submitted as proof of the same. The bidder who is currently eligible for any exemption from the PF Authorities, the exemption/relaxation order issued by the concerned Regional PF Commissioner shall be submitted. The certificates produced by the bidder as evidence of the same shall be IN THE NAME OF THE BIDDER ONLY and any other certificates issued in favour of any HOLDING, SUBSIDIARY, ASSOCIATE, RELATED COMPANIES of the bidder shall not be accepted as proof of evidence in this regard.

Note: It may be noted that the Employer may seek confidential information from the clients referred by the bidder in order to verify the bidder’s credentials, and if required make visits to the respective installations of the bidders to further verify the same. The bidder shall offer all required assistance in this regard. The evaluation of the technical capability and the eligibility of the bidder for pre-qualification shall be the sole discretion of the Employer.

Note: If any of the documents referred above are not in the name of the bidder, the technical bid submitted by the bidder will be considered as NON-RESPONSIVE.

TENDER SUBMISSION FEE:

The Tender Submission Fee for this work is Rs. 1,180/- (1000/- + GST @ 18%), which has to be remitted through etender portal during the bid submission.

EARNEST MONEY DEPOSIT (BID SECURITY):

The Bidder shall remit an Earnest Money Deposit (Bid Security) of Rs. 1,50,000/- (Rupees One Lakh Fifty Thousand only) through e-tender portal during the bid submission.

DATES FOR DOWNLOADING TENDER DOCUMENTS THROUGH E-TEDNER PORTAL:

The tender document will be available for free download on www.etenders.kerala.gov.in from 14th September 2026 at 1600 Hrs onwards. However, tender document fees shall be payable at the time of bid submission as stipulated in this tender document

PRE-BID MEETING & SITE VISIT:

A pre-bid meeting will be held on 21th September 2026 at 1100 Hrs at the office of CIAL Infrastructures Ltd. Contractors or their representatives who wish to attend the pre-bid meeting shall be duly authorised and the same shall be produced on the day of meeting. Attendees without due authorization shall not be permitted for the meeting. The Bidders may visit the installations by taking prior permissions from the Employer.

SUBMISSION OF BIDS: 
The Bid proposal shall contain the scanned copies of the following documents, which every bidder must upload in the e-tender portal;

A. TECHNICAL BID:
The bidder shall digitally sign and upload scanned copies of the following documents;

1. Document proof of Eligibility criteria mentioned in the Notice Inviting Tender.
2. Tender document with corrigendum (if any) (Documents sealed and signed)
3. Unconditional Acceptance Letter (Refer: Tendering Procedures, Tender Forms)
4. Authority letter in original or attested by notary not more than one year old of the bidder in favour of the person who has signed the tender documents with telephone number and complete postal address.
5. A self-certificate stating that the firm has not been blacklisted by any Government/PSU and any private organisations.
6. A self-certificate stating the Litigation history of the firm.

For submission of bids, all interested bidders must be registered in the E-Tender portal (www.etenders.kerala.gov.in) as a bidder with a valid DSC. B. FINANCIAL BID:
The Bidder shall duly fill, digitally sign and upload the Bill of Quantities in complete as per the format given for download along with this tender.

Note: The blank price bid should be downloaded and saved on the bidder's computer without changing the filename; otherwise, price bid will not get uploaded. The bidder should fill in the details in the same file and upload the same back to the website.

OPENING OF BIDS:
Technical Bid containing Unconditional Acceptance Letter and other pre-qualification documents shall be opened first at 1530 hours, on 06th October 2026.

Financial Bid of only those bidders qualified during technical evaluation shall be opened on a subsequent date as updated in the e-tender portal. The Bidders are therefore advised to strictly go through all the tender conditions and enclose all the required documents for technical evaluation.
