NOTICE INVITING TENDER

Tender No: CIL/ENG/AUCTION/26-27/03

NAME OF WORK: Sale of Unused 6.35/11 kV (E),3 C x 300 sq.mm XLPE Insulated, Armoured Aluminium Conductor Power Cable.

CIAL Infrastructures Ltd., (hereinafter referred to as ‘Employer’), a wholly owned subsidiary of Cochin International Airport Ltd. invites e-Tender-cum-Auction for the sale of unused 6.35/11 kV (E), 3 Core × 300 sq.mm, Stranded Compacted Circular Aluminium Conductor, XLPE Insulated, Copper Tape Screened, Thermoplastic Tape Inner Sheathed, Galvanized Steel Strip Armoured, PVC ST2 Outer Sheathed Power Cables conforming to IS 7098 (Part 2):2011 available with CIAL Infrastructures Limited (CIL) at the premises of Cochin International Airport. The tender cum auction shall be submitted electronically to Executive Chairman CIAL Infrastructures Ltd, Ernakulam. All documents shall be submitted electronically by scanning and uploading, before the due date and time.

The tender cum auction is invited in TWO cover system from the registered and eligible firms through e procurement portal of Govt: of Kerala  (https://www.etenders.kerala.gov.in) Prospective bidders willing to participate in this tender cum auction shall necessarily register themselves with above mentioned e - procurement. Also, only those bidders having a valid and active GST registration, on the date of bid submission, shall submit bids online on the e-GP website.

SCOPE OF WORK:

The following unused power cable is offered for sale:

1. Exact drum-wise quantity, cable size/specification, manufacturer, and year of procurement are detailed in PART

V: Technical Specifications of Contract).

2. The items will be sold on “as is where is” basis. The agencies interested in participating in the tender may make

it convenient to visit the site and do their own evaluation prior to submission of bids.

RESERVE PRICE:

The Reserve Price for the auction shall be Rs. 1,800/- per metre (Rupees One Thousand Eight Hundred only per metre), exclusive of GST and other applicable statutory taxes/levies. Bids below the Reserve Price shall not be considered for acceptance.

PROBABLE AMOUNT OF CONTRACT: Rs. 74.10 lakhs approx. (excl. GST)

COMPLETION PERIOD: The period of completion shall be 105 days.

ELIGIBILITY CRITERIA:

Bidders fulfilling the following requirements shall be qualified:

1. The bidder shall possess a valid Permanent Account Number (PAN) issued by the Income Tax Department.
2. The bidder shall possess a valid Goods and Services Tax Registration Certificate (GSTIN).

TENDER CUM AUCTION FEE:

No fee shall be payable by the bidders for participating in this e-Tender-cum-Auction tender.

EARNEST MONEY DEPOSIT (BID SECURITY):

The Bidder shall remit an Earnest Money Deposit (Bid Security) of Rs. 80,000/- (Rupees Eighty Thousand only) through e-tender portal during the bid submission.

DATES FOR DOWNLOADING TENDER DOCUMENTS THROUGH E-TEDNER PORTAL:

The tender document will be available for free download on www.etenders.kerala.gov.in from 10.09.2026 at 1600 Hrs onwards.

PRE-BID MEETING AND SITE INSPECTION:

A pre-bid meeting will be held on 23rd September at 1100 Hrs at the office of CIAL Infrastructures Ltd. The Site Inspection of the cable drums shall be conducted on the same day after the Pre-Bid Meeting. Prospective bidders are advised to satisfy themselves regarding its condition, quantity, specifications, drum details and location before submission of their bids. Inspection of the material is optional. A bidder who chooses not to physically inspect the material shall be deemed to have inspected the material and satisfied itself regarding its condition, quantity, specifications, drum details, location and all other relevant particulars, and shall not be entitled to raise any claim, objection or complaint subsequently on the ground of non-inspection. All bidders shall submit the duly signed declaration as per Annexure III.

TENDER-CUM-AUCTION PROCESS:

The Tender-cum-Auction shall be conducted under a Two-Cover System followed by an online Forward Auction. Only those bidders who satisfy the stipulated eligibility criteria shall be considered for opening of their Financial Bids. The Financial Bids of the technically qualified bidders shall be opened, and the highest financial bid (H1) or the Reserve Price fixed for the auction, whichever is higher, shall be taken as the Auction Start Price for the subsequent online Forward Auction.

All eligible bidders permitted to participate in the Forward Auction may increase their bids from the Auction Start Price in accordance with the prescribed bid increment.

SUBMISSION OF BIDS:

The Bid proposal shall contain the scanned copies of the following documents, which every bidder must upload in the etender portal;

A. TECHNICAL BID:

The bidder shall digitally sign, and upload scanned copies of the following documents;

• Document proof of Eligibility criteria mentioned in the Notice Inviting Tender.
• Tender document with corrigendum (if any) (Documents sealed and signed)
• Unconditional Acceptance Letter (Refer: Tendering Procedures, Tender Forms
• Authority letter in original or attested by notary not more than one year old of the bidder in favour of the person who has signed the tender documents with telephone number and complete postal address.

For submission of bids, all interested bidders must be registered in the E-Tender portal (www.etenders.kerala.gov.in) as a bidder with a valid DSC. Registered bidders shall submit their technical bid and financial bid online on www.etenders.kerala.gov.in portal along with online payment of EMD.

B. FINANCIAL BID:

The Bidder shall duly fill, digitally sign and upload the Bill of Quantities in complete as per the format given for download along with this tender.

Note: The blank price bid should be downloaded and saved on the bidder's computer without changing the filename; otherwise, price bid will not get uploaded. The bidder should fill in the details in the same file and upload the same back to the website.

Note: The department does not take any responsibility for any technical snag or failure that has taken place during document upload.

OPENING OF BIDS:

Technical Bid containing Unconditional Acceptance Letter and other pre-qualification documents shall be opened first at 1530 hours, on 07th October 2026.

Financial Bid of only those bidders qualified during technical evaluation shall be opened on a subsequent date as updated in the e-tender portal. The Bidders are therefore advised to strictly go through all the tender conditions and enclose all the required documents for technical evaluation.
